The Town of Innisfil is conducting a comprehensive study of its Zoning By-law and Our Shore Community Planning Permit System. The goal is to better align with the placemaking vision of our Official Plan and transition to a town-wide Community Planning Permit System (CPPS).

Streamlining the permitting process

A Community Planning Permit System makes development approval processes more streamlined and efficient. It's also a tool that will allow us to better address community needs. The CPPS will allow zoning adjustments, minor variances, and detailed site plan applications to be processed as one application and approval process, instead of two or three separate processes.

This system provides:

  • Greater certainty and transparency for the community, landowners, and developers
  • More timely approvals for applications that meet standards and guidelines
  • Outcomes that more closely align with the vision of our Official Plan
  • A tool to help get housing to the market more efficiently

Public Meeting – A statutory public meeting was held on May 21, 2025 to present the draft CPPS By-law to Council and hear feedback and concerns from the community. View a recording of the meeting.

Public Open House #3 - A public open house was held on May 13, 2025 to share a second revision of the draft CPPS By-law for Alcona and our shoreline area. If you couldn't attend, the open house display boards are available on this project page for your review. You can share comments using our Q&A tool or reach out to the Project Manager with feedback.

Public Open House #2 - We hosted a public open house on March 5, 2025 to share the first draft of the CPPS By-law for Alcona and our shoreline area and gather our community’s feedback. You can view the open house display boards to learn more.

Public Open House #1 - We hosted a virtual public information session on May 25, 2023 to share information about the CPPS tool, how it's used, and why the Town is expanding the tool to new areas. View a recording of the meeting.

Community Advisory Group - To support this project, we started a Community Advisory Group (CAG) to provide advice to the project team on a range of matters, guide the direction of studies, and bring forward the perspectives of their organizations or communities. The CAG includes:

  • Residents of Innisfil
  • Representatives from community organizations
  • Local professionals with experience in planning, building or related professions
  • Members of the development community

Completion Update

Council approved Phase 1: Background Study and Strategic Directions on June 28, 2023 through report DSR-090-23. Council also endorsed a gradual approach for implementing the new CPPS By-law, based on the following priority areas.

On June 25, 2025, Council approved the new CPPS By-law 058-25 for Priority Areas 1a (shoreline areas) and 1b (Alcona primary settlement area), marking a major milestone in the project.

Next, we will move forward with implementing the By-law in Priority Areas 2–5 (to be addressed simultaneously):

  • Priority Area 2: All other Urban Settlement Areas of the Town
  • Priority Area 3: Village and Hamlet Settlement Areas
  • Priority Area 4: Future settlement areas/expansion areas
  • Priority Area 5: Remaining Town

    Innisfil Community Planning Permit (CPP) By-Law Survey

    Welcome to the Town of Innisfil Community Planning Permit (CPP) By-law survey. The feedback you provide will help shape the overall objectives of the by-law and help us to understand your needs and area of concern when it comes to guiding the future development of our Town. A Community Planning Permit System (CPPS) is a tool that provides Innisfil with the ability to regulate and manage development in a more streamlined and flexible manner. It combines the zoning, site plan, and minor variance processes into one approval process. The Town already has an existing CPPS called “Our Shore”, which only applies to the lands along the shoreline. The Town is looking to expand the CPPS to be town-wide.
