Thanking you in "Advance"

I would like to understand the timing of the advance green light going east to west at 89 and 27 in Cookstown. The advance is not available at peak traffic times, and the traffic coming west is frequently backed up to the top of the hill, sometimes to 5th line! Why can there not be an advance green simultaneously in both directions? On the brighter side, when the traffic is backed up, people cannot travel at 80 km per hour through the 40 km zone. More enforcement is needed in all directions.Regards,Mark
