Handicap parking

The beach at the end of Mapleview Dr does not have handicap parking. Why can you not add two spots beside the fence on the road by the entrance. The parking is minimal in the small parking lot and one has to travel over a small dirt pathway to get to the beach. And for some disablilities this is cumbersome.
